[Wendy] Burton said.[Heather Lee Ann] Hibbs loved to dance, write poetry and being in the water. She was the oldest of Burton's three daughters, who grew up in the Suisun area, and inherited her tough, loud personality.
"If she saw something that wasn't right . . . she made sure that you knew it," Burton said.
