News at Eleven: Funding would be available only to magazines

with an annual circulation above 5,000.

Most Canadian literary and arts magazines, however, fall well below the 5,000-subscriber mark.

The rationale behind the cut is that it's not an efficient way to use funds since these literary magazines involve a lot of time and paperwork for a very small amount of money.
